Hyundai Motor and Kia Motors posted worse-than-expected performance in the third quarter. Kia saw its first quarterly loss since it was taken over by Hyundai Motor in 1999, facing the worst crisis since its bankruptcy in 1997, and Hyundai Motor posted the lowest operating profit for the quarter since 2000. Hyundai-Kia Motors attributed the poor performance to strikes in July and August and the strong won. Prospects of their performance improving are bleak for the time being. They will need a huge amount of funds for their overseas manufacturing facilities under construction,[link widoczny dla zalogowanych], plus an integrated steel mill for affiliate Hyundai Steel.

These are some of the epithets the Grand National Party has hurled at independent presidential candidate Lee Hoi-chang,[link widoczny dla zalogowanych], who recently joined the race. The GNP may have even harsher remarks saved for him. Until Lee's entry the party firmly believed that it would win the election,[link widoczny dla zalogowanych], which is slated for about 40 days from now. Now it has been suddenly hit by this uncertain variable called Lee Hoi-chang. Who is this man? It's no exaggeration to say that Lee was once synonymous with the GNP itself. He founded the party and ran for president twice on the party's ticket. Even the party's current presidential candidate Lee Myung-bak once called the elder Lee "the father of the GNP."
Lee Hoi-chang's running for president this year is like a father leaving his home to set up another. He is attempting to increase his fortune by winning the hearts of traditional GNP supporters, posing a threat to Lee Myung-bak's campaign. It's only natural for the GNP to attack the twice-unsuccessful presidential candidate.
But the milk has already been spilt. No matter how harsh the criticism, Lee Hoi-chang has already crossed the Rubicon. He already said, "No general goes to the battlefield in the hope that he will leave his soldiers behind in the middle of the battle." His determination to campaign to the end is considered a near certainty. Criticism alone can no longer resolve the "Lee Hoi-chang variable." In addition, some GNP members look very unnatural in their criticism of him. Some of them seem to be simply following the general trend of the party against their will. The GNP leadership has gone so far as to issue an open warning that it won't tolerate anyone secretly communicating with the former chairman.
Under these circumstances,[link widoczny dla zalogowanych], it would be right for the party to directly confront the questions raised by Lee Hoi-chang. He said that it would be "uneasy and irrational" to accept the GNP and Lee Myung-bak as legitimate successors to the conservative tradition. Of course,[link widoczny dla zalogowanych], his remarks sound like a poor excuse to justify his defection from the party and his decision to run for president for a third consecutive time. Some GNP members are reportedly worried about the possibility of their party being embroiled in the Lee Hoi-chang camp's stratagem. But there are already signs that even some of the most loyal GNP members might switch allegiances. The party should explain to them the difference between Lee Hoi-chang-style conservatism and Lee Myung-bak-style conservatism and why the party needs to change. It seems that the elder Lee is focusing on the GNP's current North Korea policy. The party should explain and ask the public to understand why it has attempted to move a step closer to the Left over the past few years as far as North Korea is concerned. Politically speaking, this approach would be much more useful than simply slinging mud and abuse. It would also be better for the GNP to let others criticize Lee for his retrogressive political behavior and his destruction of the principles of party politics.
After it was defeated in the 2002 presidential election, the GNP confessed that "it lost to the times." Many party members lamented that they had failed to read the Zeitgeist,[link widoczny dla zalogowanych], the spirit of the times. Afterwards, the party attempted to be born again as a "new GNP." This year the party chose Lee Myung-bak,[link widoczny dla zalogowanych], a non-party mainstreamer,[link widoczny dla zalogowanych], as its nominee. Raising his head again after his defeat five years ago,[link widoczny dla zalogowanych], Lee Hoi-chang is openly asking the GNP why it has changed the party's basic platform. If the GNP fails to confront his challenge head-on, it would mean another setback.
If this "conservative vs. conservative" debate serves as an opportunity for the nation's conservatives to re-set their goals and principles, then it will be recorded as one of the few positive legacies of the 2007 presidential election, which has so far been stained with abnormalities and irregularities, illegalities and malpractices, and setbacks and degenerations.

"Without any consultation with the local government, the central government is foisting a military camp on us, something nobody wants in their back yard," Gyeonggi Province Governor Kim Moon-soo said at a breakfast meeting last Friday. Many people have criticized the governor of a province that has numerous military camps and facilities in its back yard for saying that. Kim went further, saying some 6,700 troops of the Special Warfare Command (SWC) ��would pollute the province worse than Hynix Semiconductor is doing now with its discharge of copper residues."
Is a military camp really something nobody wants in their back yard? Look at the SWC, whose relocation to the city of Icheon in Gyeonggi Province has incurred opposition from local residents. The SWC is the Republic of Korea's top elite unit for strategic operations. That is the strong image it has. Sometimes,[link widoczny dla zalogowanych], it is a positive image, but more often it is negative. For example,[link widoczny dla zalogowanych], some people are worried that SWC troops might get drunk and behave badly. The SWC committed the "original sin" of reluctantly suppressing the Gwangju Democratic Uprising in 1980, 27 years ago,[link widoczny dla zalogowanych], on orders from above.
But in fact,[link widoczny dla zalogowanych], SWC troops apparently cause less damage to civilians than soldiers from other military camps. With the exception of minor accidents that have occurred over the past two years, SWC troops have never committed any offenses ? certainly no shootings,[link widoczny dla zalogowanych], assaults, accidental homicides or other felonious crimes indicative of slack military discipline.
"The SWC has a high percentage of career soldiers,[link widoczny dla zalogowanych], including noncom officers,[link widoczny dla zalogowanych],�� a military officer says. ��The competition ratio of applications to new recruits is a high 2.5-3.4 : 1." SWC troops play a key role in all Korean units that have won high praise overseas,[link widoczny dla zalogowanych], including the Evergreen Unit in East Timor and the Zaytun Division in Irbil,[link widoczny dla zalogowanych], northern Iraq. These overseas military camps are engaged in "soft" operations, such as liaison with local residents or restoring destroyed buildings, not shooting bullets and fighting enemies.
Of course, there must be good reasons other than a mere "NIMBY" reaction why Governor Kim and local residents oppose relocation of the SWC to Icheon. The central government, they say, did not consult with the local government on such an important issue; and some local residents are reluctant to give up land on which they have lived for generations. But was calling it ��a facility nobody wants�� at a public meeting helpful to local residents? While the relocation of military educational facilities, including the Students' Central Military School, is warmly welcomed by local residents,[link widoczny dla zalogowanych], that of the SWC has incurred strong opposition. Many SWC troops are apparently offended, even shamed,[link widoczny dla zalogowanych], as elite soldiers.
